Constantine John Phipps, 2nd Baron Mulgrave of New Ross in Ireland, was born 30 May 1744, the eldest son of Constantine Phipps, 1st Baron, and Lepell, eldest daughter of John, Lord Hervey of Ickworth. He was a Captain in the Royal Navy in which capacity he made an effort to discover the North West Passasge. He succeeded his father 13 September 1775. He married, 20 June 1787, Anne Elizabeth, daughter of Nathaniel Cholmley M.P. Lord Mulgrave held high office, and was created a peer of Great Britain as Baron Mulgrave of Mulgrave in Yorkshire 7 July 1790. He died 10 October 1792, when the English Barony of Mulgrave became extinct, his only child being a daughter. The Irish title passed to his brother Henry, who was created Earl of Mulgrave in 1812. Henry’s son Constantine Henry, who succeeded him in the Earldom, was created Marquess of Normanby.
